Policies for WolfBYTES Television, Radio and
WOLF-TV Submissions and Governance

Overview
Student and Media Services (SMS), a division of the Office of Information Technology,
operates the NC State University campus cable system. This system is a university-wide system
that supplies service to all residential halls, selected academic, administrative, and common areas
and brokers contracts with vendors to secure content. SMS also owns and operates three local
origination channels:


WolfBytes Television
WolfBytes Radio
WOLF-TV
WolfBytes Television

WolfBytes Television
WolfBytes Television began in 1999 as a departmental information channel and has evolved into
a campus community channel offering informational, educational and sports programming. The
majority of the content on WolfBytes Television is produced within the university.


WolfBytes Radio

WolfBytes Radio began in 2000 as a musical source to complement WolfBytes Television. The
station has evolved into a student and departmental resource for news, weather, traffic, athletics
and music. WolfBytes Radio secures ASCAP and BMI rights through the University’s blanket
agreement with each organization and reports quarterly to Sound Exchange.


WOLF TV
WOLF signed on in August, 1998 as NC State’s movie channel. It aired 20-30 feature films a
month as selected by the Inter-Residence Council and student body. The channel has since
evolved and no longer broadcasts studio motion pictures. The station has become NC State’s
student television channel and began broadcasting student-produced content in April, 2007.
Portions of WolfBytes Television and Radio and WOLF TV are broadcast to the World Wide
Web via their respective Web sites: http://ncsu.edu/wolfbytes and http://www.ncsu.edu/wolftv
The purpose of this document is to set forth the policies that govern the operation of the SMS
local origination channels, channel programs and facility use.


WolfBytes Television, Radio and WOLF TV Principles and Goals
• support the NC State University mission statement;
• support the Office of Information Technology mission statement;
• provide a venue for departmental information dissemination;
• provide and create educational programming that augments the student educational
experience;
• enhance the quality of student life by providing a venue for entertainment and general
interest programming;
• provide a system to communicate campus and emergency information;
• provide a channel of communication that helps to bridge interests within the university
community;
• provide an avenue for students to communicate their telecommunications and
entertainment ideas, thoughts and values;
• encourage creation of academic works to be broadcast on system;
• involve students in content selection and creation as well as feedback on system;
• offer excellent customer service.

Regulations
1. Administration

Student and Media Services (SMS) operates the NC State University campus cable system This
system is a university-wide system that supplies service to all residential halls, selected
academic, administrative, and common areas in accordance with the mission, goals, policies and
guidelines set forth for the system. The SMS Student Advisory Committee advises on any major
changes to the system and the Inter-Residence Council helps select programming content.
Individual students, faculty and staff can request programming content or make requests in
general by contacting the SMS Student Services office or emailing
student_telecommunications@ncsu.edu or wolfbytes@ncsu.edu. The WolfBytes
Television/Radio or WOLF TV program director has the final authority in selecting content and
programming.


2. What Can be Broadcast?

SMS encourages students, faculty and staff to submit content to air on its channels. Submission
does not guarantee that the content will be broadcast. Content must adhere to university policies
as well as the following standards:

Ethics
All content submitted to SMS must be of high ethical standards. Content that is obscene,
indecent or defamatory in nature will not be aired. Content can not ridicule, degrade or
otherwise be malicious toward persons, entities, departments or programs.

Editorial
SMS has the right to withhold broadcast of editorial content. Any persons submitting
content shall ensure that the content is of the highest possible quality that the group is
capable of producing, contains no errors, is factual and accurate.

Blanket Statement
SMS will not intentionally broadcast any content of questionable editorial or ethical
content. If it becomes established that such content is being broadcast SMS reserves the
right to withdraw the broadcast from distribution. SMS airs a blanket statement as part of
the WolfBytes Television rotation. SMS can exercise the right to refuse broadcast
content even if all other prerequisites have been met.


3. Live Broadcast
SMS can broadcast a event live from various locations on campus. Currently this includes live
study session and various university lectures. Students, faculty and staff can request a live
broadcast by contacting Student Services as long as the following guidelines are followed:


- The requestor has secured, in writing, necessary rights, copyrights and limitations to
broadcast the event.
- The requestor has given SMS sufficient time to determine if the location of broadcast is
feasible given SMS’s current technical broadcast limitations.
SMS reserves the right to deny broadcast of any live event.


4. Legal and Regulatory Issues
A. Copyright Material

There are many restrictions governing the use of copyright materials. If a program provider is
unsure of a rule regarding copyright material, the provider should contact the WolfBytes/WOLF
TV program director. In general, if programming is requested through the SMS office, and SMS
provides the programming, copyright issues have been addressed. A “Permission to Air
Dramatic Works” form must be filled out and submitted with all student/faculty/staff produced
material. This form is available through the SMS office or on the WolfBytes Web site.

B. What Can’t be Broadcast?

In general, submissions can not include the following:
• solicitation of funds or advertising;
• material that is obscene, indecent or an invasion of privacy;
• slanderous, libelous or unlawful material;
• copyrighted material or material that is subject to royalties without the necessary
permissions.


5. Channel Additions and Requests
Students, faculty and staff may request that SMS add specific channels to the cable system.
Requests to add channels must be made in writing and submitted to the SMS office. Requests
should include what the channel is, where it is found and why SMS should add the channel.
Requests do not guarantee additions. SMS will evaluate requests as they are received.
